Cooper Conway is driven by a commitment to expand opportunity through education. As a State Policy Director at EdChoice, Cooper works with internal teams and external partners to analyze and advance state school choice policy and legislation. Cooper sees school choice as a powerful means to open pathways for America’s next generation and create a stronger society.
Before starting his role at EdChoice in February of 2026, Cooper served as a Senior Policy Analyst for Virginia’s Secretary of Education Aimee Rogstad Guidera in the Office of Governor Glenn Youngkin. While working in Gov. Youngkin’s office, Cooper contributed to the development of Virginia’s “Lab Schools.” Through partnerships with higher education institutions, the Commonwealth’s Lab Schools seek to spark innovation in learning and bolster educational opportunities. For Cooper, supporting this project represented an exciting opportunity to serve on the frontlines of educational innovation.
Cooper’s own educational journey was impacted by his participation in CRCD’s 2021 D.C. Fellowship. Reflecting on his time in DC, Cooper notes how refreshing it was to engage with others who shared his desire to glorify God through their work. Not only did the D.C. Fellowship help inform his approach to his vocation, but it also connected him with Pepperdine University, where he would do his graduate work.
Shaped by these educational experiences, Cooper is committed to helping others have similar opportunities. In the immediate future, he hopes to continue to support greater educational freedom. Down the road, Cooper desires to open his own school that provides students with Christ-centered education.
No matter where he ends up, Cooper’s vision is clear. He remains committed to championing excellent educational opportunities for others.
